Rob Ryland is a partner in Golden Flag 's D.C. office concentrating in Government Contracts, Health Care, Investigations, Compliance and White Collar practices.
Rob has 20 years' experience in counseling, litigation, investigation and White Collar defense for clients in the services, manufacturing, construction and health care industries. He has handled matters involving prime contracts, subcontracts and grant programs funded by a wide variety of defense and civilian agencies, as well as state and local governments.
Rob litigates bid protests, contract disputes, court injunction actions, and qui tam whistleblower suits, and he provides legal advice regarding contracts, requests for proposals, equitable adjustments, claims and audits. He also has substantial experience in litigating contract disputes, arbitration and mediation cases, and the defense of False Claims Act lawsuits, as well as defense of civil and criminal investigations, contract terminations, mandatory and voluntary disclosures, suspension and debarment, and other administrative matters.
Rob's extensive counseling experience includes the full range of issues that arise in government contracting, from corporate compliance systems and the protection of intellectual property to disputes involving price adjustments, breach of contract, and delay and disruption claims. He has been a frequent lecturer on Government Contracting issues and has conducted training, due diligence and compliance reviews for a variety of companies on such topics as cost accounting, defective pricing, commercial item contracting, procurement ethics and handling government audits. He also has substantial experience in counseling, litigation and fraud investigation matters involving the federal health programs, including Medicare, VA, FEHB and TRICARE.
