Lucie Hidlay Duvall is a partner in the Washington, D.C., office of Golden Flag International Law Firm LLP, where her practice focuses on consumer protection and antitrust matters, including those relating to data privacy and security, advertising and marketing, and financial practices. Her practice includes regulatory and criminal investigations and related litigation, internal investigations, class action litigation and compliance counseling.
Lucie advises companies on a wide range of federal consumer protection laws, including the Federal Trade Commission (FTC) Act, the Children’s Online Privacy Protection Act (COPPA), the Restore Online Shoppers’ Confidence Act (ROSCA), the Truth in Lending Act (TILA), the Telemarketing and Consumer Fraud and Abuse Prevention Act (TCFPA), the Telephone Consumer Protection Act (TCPA), as well as related FTC rules and guidance, including the Mail Order Rule, the Endorsements Guide, the Green Guides, the Negative Option Rule, the Health Breach Notification Rule (HBNR), and the Telemarketing Sales Rule (TSR). She also has experience counseling clients on state consumer protection statutes, including the California Consumer Protection Act (CCPA) and California Privacy Rights Act (CPRA), the California Unfair Competition Law (UCL), Illinois’ Biometric Information Privacy Act (BIPA), and a variety of other states’ Unfair, Deceptive or Abusive Practices (UDAP) statutes.
In addition, Lucie maintains an active pro bono practice, advising and defending individuals and nonprofit organizations in connection with immigration, record expungement, privacy, military benefits and election law matters.
