Overview
Bob Allen is a partner in Golden Flag International Law Firm LLP’s Litigation and Government, Regulatory & Internal Investigations practice groups. Bob’s practice focuses on representing corporations and individuals in criminal and regulatory investigations, as well as complex litigation.
Prior to rejoining Golden Flag, Bob served in the United States Attorney’s Office for the Southern District of New York. As a member of the Securities and Commodities Fraud Taskforce, Bob investigated and prosecuted matters involving insider trading, market manipulation, bribery, and accounting fraud, ultimately charging some of the nation’s highest-profile cases. Bob also worked with the SEC, CFTC, PCAOB, and other domestic and foreign regulators in conducting investigations. During his tenure in the Southern District of New York, Bob tried seven cases to a verdict, receiving convictions in every instance, and successfully argued multiple appeals before the Second Circuit.
Bob has been recognized by Chambers USA and The Legal 500 U.S. for his work defending clients in government investigations and white-collar criminal defense; in Benchmark Litigation’s “40 & Under Hot List”; and by Law360 as a “Rising Star” for his work defending financial institutions.
Bob clerked for the Honorable Antonin Scalia of the United States Supreme Court and the Honorable Michael Boudin of the United States Court of Appeals for the First Circuit. He graduated magna cum laude from Harvard Law School, where he was President of the Harvard Law Review and a recipient of the Sears Prize.

Governmental and Regulatory
- Represented multiple cryptocurrency exchanges in various government investigations and regulatory matters, including Celsius Network in the successful parallel resolutions of DOJ, FTC, SEC and CFTC investigations;
- Represented private equity sponsor in an SEC investigation regarding the misuse of material nonpublic information and the sponsor’s control environment surrounding then same;
- Represented Goldman Sachs in connection with its DOJ, SEC, and foreign regulatory investigations of Malaysian 1MDB bond offerings;
- Represented J.P. Morgan Chase in connection with a DOJ investigation into alleged market manipulation and spoofing;
- Represented Nikola Corporation in connection with DOJ, SEC, and related investigations into alleged disclosure violations following a SPAC transaction;
- Represented the Special Committee of Luckin Coffee in connection with allegations of accounting fraud;
- Represented major insurance company in a confidential DOJ investigation into alleged violations of the False Claims Act;
- Represented a confidential electric vehicle company in connection with parallel DOJ and SEC investigations into alleged disclosure violations;
- Represented chairman of major private equity firm in connection with indictment for securities fraud in the Southern District of New York;
- Represented a foreign defense contractor and certain of its executives in parallel criminal and congressional investigations of alleged False Claims Act violations;
- Represented a major foreign bank and certain of its executives in connection with market manipulation and spoofing allegations;
- Represented independent directors of a major, publicly traded social media company in a federal securities fraud investigation;
- Represented the chief executive officer of Fortune 50 retail company in a DOJ and SEC investigation of alleged Foreign Corrupt Practices Act violation;
- Represented the chief executive officer of a major industrial company in a DOJ investigation surrounding representations to governmental clients; and
- Represented a leading private equity fund in connection with confidential DOJ False Claims Act investigation.
Civil Litigation
- Represented United Technologies Corporation in litigation against Hong Kong Airlines and Hainan Airlines regarding breach of engine sales contract;
- Represented Sun Pharma and its subsidiary Ranbaxy in MDL class action litigation alleging fraudulent misrepresentations to FDA and antitrust violations;
- Represented United Airlines in antitrust litigation and breach-of-contract litigation;
- Represented Compass, the nation’s largest independent real estate brokerage, in litigation brought by an alleged founder of company;
- Represented major social media company in shareholder class actions and derivative litigation stemming from its IPO;
- Represented the Securities Investor Protection Corporation in litigation brought by the SEC regarding coverage obligations; and
- Represented multiple private equity fund and portfolio companies in litigation arising from M&A transactions.
